I took this picture at Silverwood Theme Park over Labor Day Weekend this year. I went over there with a bunch of friends and had tons of fun. While there we stopped by the 5th Annual Classic Car Show and this is one of the pictures I snapped.
I edited this in Paint.NET by taking the original photograph and duplicating it across three layers. The bottom layer was left simply sharpened. The middle layer was blurred, oversaturated, and then set to the Glow blend mode. The top layer was blurred and had Sepia applied to it. Then I used the Gradient tool to fade out the top layer so that the image effectively fades from left->right from sepia+blurred to sharpened+oversaturated.
